Does the Wailing Wall face toward Mecca?

Also, does the Kaaba have the same significance for Muslims as the Wailing Wall has for Jews? When walking away from the Wailing Wall you can't turn your back until a certain point.. Is there some kind of similar rule for the Kaaba?
