80's Horror Movie - I think (This is a LONG shot!)?

The closest I could find is a movie called The New York Ripper (1982). It doesn't match everything you say exactly, but it's possible the differences are due to the tricks memory. It's probably the wrong one but I thought I'd suggest it just in case. Sorry I couldn't be more helpful.
