Can I use oil bought in the local garage in a electroglide harly?

Local oil would work, just get the right grade for your bike. I would use oil made for motorcycles, as some of the newer car oils are made for the new auto engine needs. That might mean you pay a bit more. Shout out to Scotland from Canada!
